E P C ENERGY PERFORMANCE CERTIFICATES RESIDENTIAL AND COMMERCIAL. IN-HOUSE DOMESTIC ENERGY ASSESSOR (DEA)ABBE Regulated (Link) LPS - SUPPLYING YOU WITH ACCREDITED STANDARDS AND INTEGRITY. Any building that is being sold, let or constructed needs an EPC. In England and Wales all buildings will need an EPC after 01st October 2008 and this includes Residential properties to let. ALL NEW lettings of buildings on or after 01st October 2008 will require an EPC. The EPC must be made available for prospective Tenants to view and a free of charge copy MUST be given to the actual Tenant. Letting Agents are not required to add the EPC Graphs to their detail sheets about properties available to rent. However, a copy is required to be made available at the Letting Agent's office for prospective Tenants to view or could be made available on electronically where the prospective Tenant has consented to receive details that way. The EPC will need to be instructed and paid for in advance to the advertising of the property to let. The EPC MUST be given to the actual Tenant, free of charge, before they are committed to the rental contract. The EPC Must be produced by a qualified Domestic Energy Assessor (DEA) or Home Inspector (HI) who is registered with an accreditation scheme. The scheme ensures that the DEA or HI is competent and carries out periodic auditing of their work. Trading Standard Officers (TSOs) are responsible for policing the Regulations concerning EPCs. They will be able to ask Landlords for a copy of the EPC or they may receive complaints from Tenants or prospective Tenants who have not been given or shown a copy of the EPC. If a Landlord fails to produce a copy of the EPC to a TSO or, has failed to provide a Tenant with an EPC, the TSO can issue a Penalty Notice with a charge of £200 per dwelling. In addition to this Penalty a Landlord will still have to produce an EPC. LINKS:
